Sean, a seasoned CIA operative, is reassigned to a desk job after a traumatic experience in Ukraine. Feeling restless and depressed, he seeks a chance to return to the field. When he's informed of a major domestic operation, he jumps at the opportunity to go undercover. However, he soon discovers the operation is a series of fake terrorist attacks designed to undermine the US Constitution and erode citizens' rights. Determined to stop the plot, Sean tries diplomatic means, then resorts to sabotage and eventually violence to prevent the attacks and save innocent lives.
