A French military commission investigates a wartime incident, focusing on a group of French Foreign Legion soldiers who resisted the German occupation after the 1940 surrender. The soldiers, led by Captain Armand Dupree, were eventually forced to surrender, but some escaped and joined the French resistance. An American, Peter Forrester, joins the US Army and is recruited by US Intelligence for his language skills and experience living in Germany and France before the war. He accepts a mission behind enemy lines, starting Operation Secret.
