A poor girl's cherished pet is in danger of being taken away by a cruel animal control officer, prompting a privileged young boy to form an unlikely friendship with her and join forces to save the pet.

Skippy Skinner, a precocious adolescent, constantly avoids doing what his parents want him to do, while indulging in activities they disapprove of. He spends time in Shantytown, a poor neighborhood across the railroad tracks, instead of playing with his brother and sister. His father, Dr. Herbert Skinner, is a verminophobe who believes Shantytown is dirty and unhealthy. When Skippy's new friend Sooky Wayne's dog, Penny, is captured by the dog catcher, Skippy tries to raise the $3 to get her back, learning that his father is responsible for both problems in his life.
