Andrew Shepherd, a widower and President of the United States, is nearing the end of his first term. Despite his popularity, his re-election seems certain until he meets Sydney Ellen Wade, a paid activist for an environmental group. He becomes smitten with her and they finally go on a date at a State dinner for the French President. This sparks an attack on Shepherd's character by his political opponent, Senator Bob Rumson, who couldn't do so in the previous election due to Shepherd's recent wife's death.
