In a nondescript building in downtown New York City, a hidden garage conceals a stash of stolen vehicles, while the upper floors function as a makeshift repair shop and storage space.

In a hidden garage in downtown New York City, a gang of thieves operates, transforming stolen cars with new paint, fenders, and license plates on the sixth floor. The seventh floor is a speakeasy, while the eighth floor is the penthouse of the supposed leader, Jenkins, who lives in luxury. Meanwhile, the real gang leader poses as a deaf-mute, "The Dummy." The gang's manager, "Beef" Evans, is killed, and his widow asks her brother, "Gabby" Denton, to investigate.
