The movie takes place in a budget motel near Walt Disney World, where Halley lives with her 6-year-old daughter Moonee. Halley survives on welfare and has little respect for others, traits she passes down to Moonee. The motel manager, Bobby, has a soft spot for the children and their parents, despite the chaos they often cause. As the summer begins, Moonee and her friends are left to their own devices, while Halley's self-absorption increases. Halley is supposed to watch Scooty, the son of her friend Ashley, but begins to alienate the people around her with her disrespect. As the summer progresses, Halley takes more extreme measures to maintain her lifestyle with Moonee.
