Wild Bill Hickok, the U.S. Marshal in Abilene, Kansas, battles the Phantom Raiders, a gang of outlaws raiding cattle drives on the Chisholm Trail. He organizes the townspeople into the "Flaming Arrows" to help him, and eventually teams up with army scout Kit Lawson to put an end to the gang.
