Dan McGinty, a Depression-era vagrant, is recruited by the city's political machine to assist with vote fraud. He excels at this task and is rapidly promoted by "the boss", who eventually sees him as the ideal candidate for a new, supposedly "reform" mayor. However, this candidacy requires him to get married, and his in-name-only union with honest Catherine marks the beginning of the end for his dishonest ways.
