A brilliant scientist, Franz Walter, accepts a professorship at the university and agrees to work for the GDR's foreign intelligence service. He's sent on missions to West Germany, using blackmail to extract information from innocent people. However, his superiors take it too far, targeting GDR refugees and their families with psychological manipulation and surveillance. As Franz becomes increasingly disillusioned, he decides to steal secret documents to defect to the West, but this leads to his arrest and ultimately, execution.
