A crime lord, Buck Houston, plans a massive heist, but his rival, the Phantom, gets to it first. Bill Collins, a lookalike of the Phantom, becomes entangled in their battle. As Bill fights off Houston's henchmen, he finds the Phantom wounded and on the brink of death, only to realize Houston is about to deliver the final blow.
