In 1920s Germany, where economic instability and political unrest prevail, a serial killer named Peter Kuerten, known as the "Vampire of Dusseldorf," commits nine murders. Obsessed with cabaret singer Anna, Kuerten has a tumultuous love affair with her while terrorizing the streets of Dusseldorf, targeting young women. When a man escorts Anna home and leaves her, Kuerten's jealousy is sparked, leading to a brutal murder. The Chief of Police, Momberg, is pressured by Berlin to apprehend the serial killer, whose latest victim was a prominent industrialist.
