A towering skyscraper, the brainchild of architect Doug Roberts, is finally nearing completion. However, upon his return from a long vacation, he's dismayed to discover that the wiring specifications he designed have been ignored, leading to a series of electrical malfunctions. As the fire rages on, Chief Michael O'Halloran must lead a daring rescue effort from the ground, amidst the chaos and uncertainty of a building too tall to be effectively battled by conventional means.
