In a bid to dismantle the Triad organization in Hong Kong, 1000 undercover police officers infiltrate various Triad groups. However, when one officer's identity is exposed and he's brutally murdered, tensions rise among the gang members who are now suspicious of each other and everyone around them. As betrayal, deceit, and murder spread, the group of "brothers" finds themselves at odds with both the law and each other.
