A pacifist organization in a right-wing military led country plans an anti-military, nuclear disarmament rally, but learns of a possible assassination attempt on their charismatic leader, the deputy. The rally proceeds, and the deputy is killed by a three-wheeled kamikaze, officially ruled a drunken accident, but in reality, orchestrated by the secret police. A magistrate, driven by a desire to uncover the truth, and a photojournalist, seeking a front-page story, work together to uncover the truth behind the deputy's murder.
