In a small Idaho town, a wealthy stagecoach owner's opposition to statehood sparks tension. After the local newspaper owner is brutally murdered by the stagecoach owner, his sister seeks revenge, fueled by a burning desire to avenge her brother's senseless death.

In the town of Idaho, a powerful businessman named Hammond is determined to keep the town from becoming a state. When he discovers that the local newspaper is supporting statehood, he takes matters into his own hands and kills the newspaper's owner. The owner's sister, Barbara, is a skilled fighter who seeks revenge against Hammond and his gang by donning a black costume and mask and becoming the notorious "Black Whip". With the help of a government agent, Barbara sets out to take down Hammond and his gang, facing off against them in a final showdown just as the town votes on its fate.
