A deranged American general's erratic decisions set off a devastating sequence of events, putting the world on the brink of devastation with a bombing spree aimed at the Soviet Union.

Brigadier General Jack D. Ripper, a paranoid military leader, launches a nuclear attack on the Soviet Union, believing it's a Soviet plot to poison the US populace. He shuts down communication to protect the attack, but his executive officer, RAF Group Captain Lionel Mandrake, tries to send a message to the outside world to recall the bombers. Meanwhile, the Pentagon's War Room scrambles to stop the attack and prevent an all-out nuclear war, while dealing with the threat of the Soviet Doomsday Device.
