Tatsuo Fukuda, a 32-year-old painter, lives in the run-down Fukufuku Flats apartment complex in Tokyo. He's a well-liked resident who has held the same job since graduating from junior high school and spends his free time flying handmade kites and mediating disputes among his neighbors. Despite his kind nature, Fukuda struggles with romance and messes up a date arranged by his coworker. His life is turned upside down when his first love, Chiho, shows up after 20 years, seeking forgiveness for a past mistake. As Chiho pursues her dream of becoming a photographer, Fukuda finds himself falling in love with her once again, despite the painful memories from their past.
