On the isolated island of Caruba, off the northwest coast of Australia, humanistic Governor Merrill Hammond invites a few passengers to visit his penal colony, hoping to showcase its potential for development beyond its current purpose. Among them is the beautiful Diana Bryce, who is drawn to Hammond's vision and charm. However, upon his return to the island, Hammond is met with unexpected challenges: a prisoner riot, a fatal escape attempt, and a typhus outbreak. As tensions rise, Hammond's guests begin to react to Diana's presence, uncovering her hidden agenda and forcing Hammond to confront the darker aspects of his utopian vision.
