Lok Hwa, an undercover cop, spends two years infiltrating a Hong Kong drug ring led by Feng. After a dramatic car crash, Feng is presumed dead, and Hwa returns to his life as a police officer and reunites with his girlfriend June. He also helps Feng's lover Yung escape a life of crime, promising to be there for her. A year later, Feng returns, asking Hwa to help with one final task before leaving Hong Kong.

After two years of undercover work, Hwa finally gains the trust of the mysterious Feng, only to have their progress stalled by a police standoff. Years later, Feng reappears, fueled by a burning desire for revenge against Hwa for past betrayals.
