National Police Agency director Takeru Kanbe sends Vice Director Mineaki Kai to investigate a mysterious death on a small island 300km from Tokyo, where a man died after being kicked by a horse. Partners Ukyo Sugishita and Tooru Kai are dispatched to the island, where they discover a secretive community of former Self-Defense Forces personnel. Initially, Ukyo thinks it's an accidental death, but as he digs deeper, he becomes convinced it's murder. However, their investigation is soon disrupted by an attack from the soldiers.
