Gibson Pardee, the Port Warden of Los Angeles harbor, maintains a strict control over his office. Marshall Walker, his close friend and assistant, who is confined to a wheelchair, is content with his family life. However, their worst fears come true when they discover that a recently docked freighter carries an atomic bomb. The ship's captain reveals that the bomb may be detonated at any time within the next 12 hours by a Communist-controlled ship off the coast. To prevent chaos, Gibson and Walker persuade their rival, tugboat captain Stanley Povich, to agree to tow the bomb-ship to sea in a desperate race against time.
