A cunning enforcer and accomplices, backed by a ruthless banker, orchestrate a plot to seize control of the ranches by stealing livestock and disrupting the daily routines of the ranchers.

Crooked banker Jim Kelton seeks to foreclose on ranches he holds mortgages on by having his henchmen raid the properties and stampede the cattle, making it impossible for the ranchers to pay their debts. U.S. Marshal Wild Bill Hickok arrives and initially clashes with Tex Terrell, who distrusts Hickok's strict adherence to the law. However, when Hickok rescues a rancher and his daughter from the Kelton gang, Tex joins forces with Hickok to bring Kelton to justice.
