Two powerful gangsters, Frankie and Mannie, rule their city. Frankie keeps his young sister, Louise, away from his criminal activities at a boarding school. Mannie's son, Joe, is unaware of his father's profession. When Louise and Joe meet, Joe tries to make a romantic move on her, but Frankie interrupts and kills Joe in a fight.
