A group of outlaws takes control of the only water source in a small town and the surrounding trail, using illegal methods to exploit the situation. The gang, led by Bill Macauley and Earl Duncan, install a stooge mayor, "Bullseye" Johnson, but he eventually joins forces with Carla Anderson, sister of a local cattleman, and Marshal Matt Conway to restore law and order.
