Buffalo Bill Cody joins forces with Rocky Ford and local ranchers to defeat crime lord King Carney, who's trying to block a new railroad to protect his illegal activities. Cody takes on the persona of "The Ridin' Terror", a legendary masked hero who previously rid the area of outlaws. With the help of Rocky, Reb Morgan, and his sister Ruth, Cody devises a plan to take down Carney and his gang.
