Transient workers flood Sleepy Lagoon's defense factories, seeking entertainment in a previously sleepy town. They gamble and go into debt at newly opened establishments. Judy Joyner, a young radio personality, is elected mayor on a reform ticket and chooses Mrs. Crumm as chief-of-police. Judy revives the old amusement park, hiring her Uncle Dudley as manager. However, Jay Lucarne, a gambling racketeer, takes control of the park and runs a thriving underground gambling hall, threatening Judy's reputation and political career.
