In the 1980s, the Bavarian government quietly plans to build a nuclear reprocessing plant in the structurally weak region of Schwandorf, Upper Palatinate, despite growing unemployment. District administrator Hans Schuierer is initially lured by the economic benefits, but begins to doubt the project when the state government reacts violently to a citizens' initiative and the health risks become apparent. Despite facing backlash from his own government and losing his best friend and mayor, Schuierer decides to stand against the project, and the citizens' movement gains momentum, eventually finding a powerful ally in Schuierer. The situation takes a dire turn with the Chernobyl disaster.
