In the year 2050, a teenage boy named Ryū Urashima, who time-travels from Tokyo in 1983, is appointed as a special police officer by Captain Gondo of Magnapolice-38.

A boy and his cat travel from 1980s Tokyo to a futuristic Neo-Tokio in 2050, where he wakes up with amnesia and is given a new name, Ryû Urashima, by Captain Gondo. He joins the Magnapolice-38 police station, becoming a special police officer.
