Quinn Maybrook and her father seek a fresh start in Kettle Springs, only to discover the town has split in half. Adults strive to revive the town, while kids want to have fun and leave. A battle between tradition and progress threatens to destroy the town, until Frendo, a creepy clown, goes on a killing spree to cull the "rotten crop" of kids.
