Congo Bill, a wildlife expert, sets out to find Ruth Culver, a woman who has inherited a lucrative circus, after receiving a tip that she may be living in Africa as a white queen. He faces numerous attacks on his safari, orchestrated by Andre Bocar and Bernie MacGraw, who seek to claim the inheritance. With the help of a mysterious stranger, Cameron, Bill locates Lureen, the white queen, who is revealed to be Ruth. However, their troubles are far from over as they must evade Nagu, a gold smuggler and Bocar's accomplice. Ultimately, Bill and Cameron recover the stolen gold and capture Bocar, allowing Bill to return to the US with Ruth to start a new, even larger circus.
