On the gritty streets of a city, teenage boys join gangs at 15, led by Frankie, an 18-year-old seething with anger. When a neighbor reports a gang member wielding a zip gun, Frankie plots to kill the old man, enlisting the help of Lou and "Baby", a 15-year-old immigrant shopkeeper's son.
