A small-town tragedy unfolds when a developmentally-disabled boy, Bubba Ritter, is wrongly accused of attacking a young girl. Despite his innocence, he is brutally murdered by a group of vigilantes, led by a bitter postman named Otis P. Hazelrigg. However, after the truth is revealed, the vigilantes begin to meet a gruesome end, one by one, as if haunted by the spirit of a scarecrow.
