President Grant sends Johnny MacKay to negotiate a peace treaty with the Modoc tribe in northern California and southern Oregon. Along the way, MacKay escorts Nancy Meek to her aunt's home. However, the peace efforts are disrupted by Captain Jack's violent attacks, leading MacKay to track him down and engage in a final showdown.
