Rocky Thorpe, an undercover cop, goes deep into the world of organized crime by infiltrating John Franklin's syndicate, which has a secret edge due to its ability to communicate through a hidden short-wave radio network from within prison walls.

Infiltrating a crime syndicate, undercover cop John Franklin assumes the identity of mob boss Rocky Thorpe, who conducts his business from his prison cell using a short-wave radio. Before his release, Franklin takes Thorpe's place in solitary confinement, subtly altering the gang's activities. However, when Rocky escapes from jail, chaos erupts and the carefully gathered evidence is put at risk.
