Infiltrating a crime syndicate, undercover cop John Franklin assumes the identity of mob boss Rocky Thorpe, who conducts his business from his prison cell using a short-wave radio. Before his release, Franklin takes Thorpe's place in solitary confinement, subtly altering the gang's activities.
