Romanian gigolo Georges Iscovescu travels to Tijuana, Mexico to cross into the United States, but faces obstacles due to the visa requirement and quota system. He joins a queue at the Hotel Esperanza, where he meets an old colleague, Anita Dixon, who became a US citizen by marrying an American. Inspired, Georges decides to follow suit and find an American to marry. He sets his sights on schoolteacher Emmy Brown, but their relationship is complicated by a US immigration inspector and Anita's own schemes.
