On a vacation, Tom Lawrence, aka The Falcon, and his sidekick Goldie Locke, encounter a young girl named Annie whose nurse has just been murdered. They accompany Annie home, only to have The Falcon arrested for kidnapping. However, a mysterious woman bails him out of jail, and a complex plot unfolds involving silk smuggling, a steamship, and an ex-bootlegger.
