In this film, a tribe of Navajo live on a reservation overseen by an Indian-hating agent, Booker, who steals their best horses for personal gain. Nophaie, a tribal leader, complains to Booker's superiors, but is unable to get fair treatment from the whites. When World War I breaks out, an Army captain arrives to purchase horses from the Indians, but Booker's actions lead to conflict.
