In South Los Angeles, a paroled ex-convict named O2 promises his son Junior that he'll always return and never leave him alone. However, Junior is kidnapped when their car is hijacked. With no leads, O2 forces a street vendor named Coco to help him find the car's whereabouts. Meanwhile, O2's addicted brother Lucky discovers that the leader of the Outlaw Syndicate, the drug lord Meat, is holding Junior captive and demanding a $100,000 ransom. O2 and Coco concoct a plan to pit the pimp P-Money against Meat and steal their money.
