Twelve-year-old newsboy Dan Mason uses his cleverness to win big at a slot machine and catches the attention of bartender Kink and racketeer Tim Channing. Dan's partnership with Tim leads to success, but as Dan grows up and studies law, he becomes more interested in finding loopholes than upholding the law. However, meeting Roy's family and his sister Fern makes him consider working on the right side of the law. Dan agrees to work with Tim, but things take a turn when old enemies Finetti and Di Bruno reappear, putting Tim in a difficult position.
