Nine years after the events of Ghost Shark, Jack Broody, the former Lieutenant Commander, is now the mayor of Auckland, New Zealand, while Tony Palantine struggles to get back on his feet. As the mayoral campaign heats up, Broody's popularity plummets, replaced by newcomer Marco Guerra. Suddenly, a series of gruesome murders rocks the city, and it becomes clear that Ghost Shark has returned.
