The US Senate Committee on Organized Crime, led by Bill Stephens, is investigating the illegal activities of a crime organization headed by Nicholas Mancani. The organization's arm in Central City, led by Joe Gray, is the focus of the investigation. Stephens has a personal history with Gray, who he fought alongside in WWII, and is torn between his duty to bring Gray in and his respect for Gray's vow to go straight. Meanwhile, Mancani and his associate Charley Pignatalli have set up Gray to take the fall for the organization, and are willing to kill anyone who gets in their way.
