An elite police unit, comprised of officers who have made mistakes and are on the verge of being dismissed, patrols the city on roller blades and jet packs, pursuing a street punk with uncanny robbery skills. Meanwhile, the punk's brother, who was killed in a botched attempt to escape from the squad during a previous arrest, seeks revenge against the very officers who wronged him.
