A gang of armed robbers, known as The Tri-State Gang, terrorizes banks and payroll-vans in North Carolina, Virginia, and Maryland during the late 1940s. Led by the ruthless George Legenza, the gang members have long police records and are responsible for killing witnesses and bank guards. As the police close in on the gang, a witness notices the getaway car's license plate, and a special unit, led by Detective Sgt. Truscott, is formed to apprehend the robbers. When one of the gang's girlfriends discovers their criminal activities, she tries to break up with them and flee, but Leganza kills her, only for her to survive and be taken to the hospital. Leganza attempts to finish her off, leading to a shoot-out, car chase, and a thrilling conclusion at the rail yard.
