Luke Palmer, a Los Angeles widower, takes a trip to Scottsdale to escape his grief after his wife's accused killer was acquitted. However, he is kidnapped and finds himself in a room with a recording device and an electrified chair. The next thing he knows, his wife's accused killer, Galen Terry, is dragged in and secured in the chair. An ominous voice introduces themselves as Justice and explains that Luke, along with two others, will retry the cases of their loved ones' murders in a private setting, with the accused's fate controlled by a red button.
