In 1999 Belgrade, a film crew is struggling to make a movie due to financial issues and the looming threat of NATO bombing. When a State Security Service agent named Mileta arrives, the producer, Sergei, hides the American co-producer, Harvey, and announces a new patriotic film starring Harvey. The plan works, and the State supports the film, but tensions between Mileta and Sergei escalate during the first screening. As the crew becomes embittered and some refuse to continue filming, Mileta arrests the protagonists and forces them to keep working.
