In the gritty streets of Neptune Beach, a ruthless gangster named Shubunka holds sway over the illegal numbers racket, partnering with a soda shop owner to rake in profits and exert a stranglehold on the waterfront.

In the seedy boardwalk community of Neptune City, a self-made racketeer named Shubunka rules with an iron fist. His fixation on a sultry nightclub singer clouds his judgment, leading him to lavish her with gifts and attention, and ultimately, sacrificing his grip on his operation. As a ruthless rival, Cornell, moves in to take over, Shubunka's pride and obsession with the singer lead to his downfall in a tragic turn of events.
