Jai, an expert gambler, is hired by an underworld don to win large sums of money from wealthy individuals and influence them. His skills unknowingly entrap a patriotic Indian who has access to a top-secret military laser weapon. The Indian police assign Inspector Vijay, Jai's look-alike, to apprehend Jai. As their lives become intertwined, they both travel to Rome, where Vijay is sent to retrieve evidence against the underworld don and Jai seeks to marry his rich girlfriend to inherit her wealth.
