Detective Lt. Bill Bannister is tasked with capturing a group of terrorists responsible for a wave of crime in the city. He's aided by Detective Tim Nolan, photographer Vicki Logan, and reporter Happy Haskins. As they investigate, they discover the gang is led by Professor Mortis and comprised of criminals who were previously thought to be dead. These individuals had seemingly committed suicide by hanging while on death row, but have since joined Mortis' "League of Murdered Men." The detectives face numerous challenges, including a plane crash, dynamite explosion, and well drop, before finally tracking the gang to two hideouts - a subway tunnel cell and a mysterious suburban house.
