Ten years after World War II, an anti-terror policeman named Fuse is suspended from service after failing to stop a young terrorist girl from self-detonating. He becomes obsessed with uncovering her backstory and meets her sister, with whom he forms a bond. As they dig deeper, they become entangled in a web of rivalries between the police administration and the elite counter-terrorism unit, Jin Roh.
