In 1970s New York City, a group of friends, Willie and Cy, form a police auxiliary force to combat a surge in crimes, despite the police department's limited resources. They issue themselves uniforms, batons, and walkie-talkies, and even obtain a disused police car to patrol the streets. As they take their job too seriously, they begin to commit errors in judgment, mistakenly targeting innocent residents and allowing real criminals to evade them. Their unauthorized use of firearms puts them in harm's way, making their volunteer work a chaotic and dangerous endeavor.
